Concerns emerge as residents report municipal workers who do not comply with rules.

Municipal workers play a pivotal role in maintaining the smooth functioning of urban life. From sanitation to maintenance, these workers ensure that the basic services are consistently delivered.

However, a growing number of residents have recently raised concerns about municipal employees who appear to not comply with established rules and protocols. This has sparked debate within communities about accountability, the need for stricter oversight and the potential consequences of non-compliance.

One of the most significant consequences of non-compliance is the erosion of public trust in municipal services. As government workers are seen as the direct link between the public and the local administration, their actions can either build or destroy community confidence in the efficiency and reliability of municipal systems.

In the most recent incident, which occurred on Wednesday 29 October, Neil Sooknanan, a long time resident of Newcastle and Deputy Chairperson of the Newcastle and District Residents Forum (NDRF), spotted a vehicle allegedly belonging to a municipal employee in a state of neglect near to his residence sparking concerns of accountability and road safety.

The vehicle was discovered parked without a rear registration plate, featuring a cracked windscreen on the drivers side and displaying no valid license disk.

Speaking exclusively to SpotlightOnNewcastle , Sooknanan recounted the incident and claimed that certain municipal workers lack basic work ethic.

“I noticed an abandoned Toyota Etios just outside of my house and decided to have a look as I thought that it was suspicious. Upon investigation I noticed that there was no license disk, the windscreen had been damaged on the drivers side and the rear registration plate was missing. I then decided to post a message on one of our local WhatsApp groups in order to get authorities to investigate. SAPS was then informed and it was communicated that a van would be sent out,” he said.

It was then ascertained through another group member that the vehicle in question belonged to a municipal worker who was employed as a meter reader and that he or she was busy in the area with meter readings.

“As I waited together with a local towing service for SAPS or traffic officers to arrive , we all witnessed the employee dressed in a full municipal overall with the logo , come to the vehicle, open the bonnet and start the car. He was cursing and swearing. He then got into the car and tossed out a beer can and drove off. We had no authority to stop him as law enforcement was not there,” recounted Sooknanan.

He further stated that there was a growing concern about the slow response time of the local police department and lack of urgency which have also left residents feeling frustrated and unsafe and said that the response time for crime related matters can take hours.

“The other day a child was lighting fireworks in a park, the response time was under fifteen minutes yet regarding this matter, I waited for about two hours for officials to arrive. When they did finally come out I was told that they would try to locate the owner of the vehicle,” he said.

Sooknanan also raised the issue of municipal employees consuming alcohol during working hours.

The incident has since ignited debate about the oversight and management of municipal field workers, with many voicing frustration arguing that such behavior reflects deeper issues withing the Newcastle municipality.

“We trust these workers to perform an essential public service. Drinking of the job is unprofessional – it is a dangerous and disrespectful to us taxpayers. How can we trust that we are even getting the correct meter readings from an inebriated employee. As residents, we demand an investigation and we want to know what disciplinary action was taken,” he said.

The Newcastle Municipality has not provided any official comment from the Communications Department regarding the matter at hand. Despite multiple attempts to obtain a response municipal officials have remained silent leaving questions from the media and residents unanswered.

The constant lack of communication has also drawn criticism from community members, who argue that transparency and timely updates are essential for public trust and accountability.

  1. Newcastle Municipality has a highly paid communication unit that does not respond to contentious issues but can profile the municipality about their useless events. Unfortunately as a reporter trying to give the other side the opportunity to give their response to uphold the image of the municipality, they will fail badly Obviously the ratepayers would be denied the opportunity to know the facts.

  2. The residents of our town are being taken for a ride by this corrupt,inept and dysfunctional municipality. It reflects their arrogance and don’t care attitude to us residents,little realising that we pay their exorbitant salaries.
