The Newcastle Municipality convened its first Special Executive Committee (EXCO) meeting for 2026 on Tuesday, 20 January ,formally launching the year’s political and administrative programme amid continued financial and service delivery challenges.

The meeting, held at the municipality’s EXCO boardroom, was chaired by Newcastle Mayor Cllr Xolani Dube and focused on statutory financial and performance oversight matters required in terms of municipal legislation.
In his opening address, Dube said the year must be defined by “stability, discipline, accountability and visible performance,” stressing the need for strict compliance with financial legislation and improved execution of council-approved programmes. He said the executive committee carried a collective responsibility to ensure municipal resources were used efficiently to improve residents’ quality of life.

Among the key items considered were the Mid-Year Budget and Performance Assessment in terms of Section 72 of the Municipal Finance Management Act (MFMA), the Section 27 Mid-Term Performance Report for the 2025/2026 financial year (Quarter 2), and the draft annual report for the 2024/2025 financial year.
According to the municipality, the reports provided an overview of spending patterns, revenue collection and service delivery performance at the mid-point of the financial year. The executive committee noted the reports and issued what it described as “strategic guidance” on areas requiring corrective action and improved implementation.

However, despite the municipality’s emphasis on sound financial management, Newcastle continues to face well-documented fiscal pressures. Like many local authorities across KwaZulu-Natal, the municipality has struggled in recent years with declining revenue collection, rising consumer debt, ageing infrastructure and increasing operational costs. These challenges have repeatedly been flagged in oversight reports and council deliberations, particularly in relation to electricity distribution losses, water infrastructure backlogs and creditor management.
The Mid-Year Budget and Performance Assessment is expected to reflect these structural constraints, which limit the municipality’s ability to accelerate service delivery without significant improvements in revenue recovery and expenditure control. Analysts have previously warned that compliance with reporting requirements alone does not necessarily translate into improved financial sustainability or service delivery outcomes.

Addressing the meeting, Dube said early-year oversight was critical to setting the tone for governance in 2026.
“This Special EXCO meeting allows us to take stock of our financial and performance position, ensure compliance with legislative requirements, and provide clear political direction for the year ahead,” he said. “Our responsibility is to govern decisively, responsibly and in the best interests of the people of Newcastle.”
The executive committee reiterated its commitment to improved financial oversight, performance monitoring and institutional accountability. As the highest decision-making body between council sittings, EXCO is responsible for providing strategic political direction and oversight of the municipal administration.
The municipality said it would continue to communicate key governance outcomes through its official channels.

Newcastle is in deep financial crisis and is very unlikely to recover …the incoming Council would inherit a debt of one billion, Eskom (R706m), Uthukela Water (R300m) and many more.
Without funds service delivery would be very limited and the worst is still to come
Why hold meetings when basic services like grass cutting,cleaning and clearing drains and gutters and sorting out basic infrastructure cannot be performed?
